- To measure activity by council spend versus other funding

- To measure added value provided to all sectors

Attract other Relative Funding
- To attract funding from regular contracts that promote our vision eg: Chamber of Commerce, New Zealand Trade and Enterprise, Foundation for Research Science and Technology, Te Puni Kokiri etc

Maintain High Calibre of Staff and Contractors
